HEIMTSA

HEIMTSA (Health and Environment Integrated Methodology and Toolbox for Scenario Assessment) has brought together an international team of scientists in the areas of epidemiology, environmental science and biosciences, to collaborate on developing and applying new, integrated approaches to the assessment of environmental health risks and consequences, in support of European policy in transport, energy, agriculture, industry, household and waste treatment and disposal.

The Conference on "Valuation of Environment-Related Health", to be held in Prague, Czech Republic, on September 17th–18th, 2009

A principal aim of the Conference is to present new empirical results on the valuation of environmentally-related health effects for children. The lack of research in this area is a barrier to the provision of sound policy advice. Indeed, existing values used for the monetisation of environment-related health impacts focus on adult populations, and use scenarios that often do not match well with environmental scenarios. As such, there is concern that the continued use of existing estimates from unrelated contexts may result in a misguided benefit-cost analyses, and in a possible misallocation of resources, especially when environmental policies with significant implications for children are under consideration. 

Specifically, the results from a three-year VERHI-children project (http://www.oecd.org/document/22/0,3343,en_21571361_36146795_37920982_1_1_1_1,00.html) funded under the Sixth Framework Program by the European Commission’s DG for Research Directorate will be presented. Here, two different original survey instruments were applied in three countries (United Kingdom, Italy and the Czech Republic) that have disparities in terms of important factors, such as social insurance systems, health care systems, social concern about the environment, etc. Using several methods –‘chained approach’, conjoint choice experiments and contingent valuation– a Value of Statistical Life of adults and children in several different environmental contexts is derived. 

This allows not only for cross-country comparisons, but also for benefit transfer tests. In addition, to this work, the results of a recent meta-analysis on mortality valuation in the environmental, health and transport fields will be presented.
